This plenary will engage in a political discussion on the value and power of data, and how it can be used and abused by both public and private organisations. Amongst the key concerns for consideration is the collection and use of (sensitive) personal data such as is implied in surveillance measures, including contact tracing apps and alternative digital tracking measures. These tools have helped combat the pandemic - but at what cost to human rights?

At the same time, the COVID-19 “Infodemic” has been a serious threat, contributing to a broader environment of fear and panic. We will consider how key organisations have responded and explore the partnerships they forged. Looking forward, we will also assess Europe´s role as a pacemaker for setting a health data governance standard to protect people's rights in this area in the future.
