Plenary 2

A shifting geopolitical landscape signals a new era for the rules-based international order, with growing tensions challenging multilateral cooperation. For the European Health Union, this presents both risks and opportunities. As global norms fragment, Europe must strengthen internal solidarity and resilience and has the opportunity to build a more unified and ambitious Health Union. European strategic autonomy in areas like critical medicines, data governance, and cross-border health threats will become essential. A stronger Health Union can also bolster Europe’s role as a global health leader, promoting values-based diplomacy and international health equity. Reaffirming commitment to cooperation, transparency, and preparedness is key to navigating this evolving global order.
