Fedorov, Ivan

Zaporizhzhia Regional State Administration

Ivan Fedorov was born on August 29, 1988 in the city of Melitopol (Zaporizhzhia region, Ukraine) in a family of doctors.

Education:

  • 2011 – graduated from the Tavria State Agro-Technological University and with a master’s degree in business economics.
  • 2012 – graduated from Kyiv Polytechnic Institute, with a degree in management.
  • 2012 – 2015 Dnipro, Ukraine. Master of Public Administration in Dnipropetrovsk Regional Institute for Public Administration under the President of Ukraine. 
  • On November 30, 2021 – obtained the degree of candidate of sciences in public administration at the National University of Civil Defense of Ukraine.

Employment:

  • From 2010 to 2013, he held the position of director of the Private Enterprise “Computer Tomography Center”.
  • From 2014 to 2019, he held the position of deputy mayor of Melitopol for the activities of the council’s executive bodies.
  • From August 2019 to October 2019 — director of the Department of Transport Infrastructure of Kyiv City State Administration.
  • November 2019 — November 2020 — first deputy head of Zaporizhzhia Regional State Administration.
  • In December 2020, he was elected to the position of the Mayor of Melitopol.
  • On February 2, 2024, appointed as the Head of the Zaporizhzhia Regional State Administration in accordance with the DECREE of the PRESIDENT OF UKRAINE No. 48/2024.

Social activity:

  • Melitopol City Council, deputy – 2010–2015. 
  • Zaporizhzhia Regional Council, deputy, member of the permanent deputy committee on budget issues – 2015–2019.
  • Advisor to the Mayor of Melitopol on issues of urban planning and architecture – 2019–2020. 

In 2022, during the full-scale invasion of the Russian army on the territory of Ukraine, the city of Melitopol was occupied from the first days. During the Russian-Ukrainian war, after the occupation of Melitopol by Russian troops in March 2022, he refused to cooperate with the occupiers. On March 11, he was kidnapped by the Russian military. The next day, about two thousand residents of the city protested and demanded release of Ivan Fedorov. After six days of captivity, he was exchanged for nine captured Russian conscripts.

Awards

  • 2017 — Gratitude of the Prime Minister of Ukraine for a significant personal contribution to the development of local self-government, many years of conscientious work and high professionalism.
  • 2017 — Order “For Merit to Zaporizhzhia Region” of the third degree for conscientious work, high professionalism, active participation in the public life of the city of Melitopol, Zaporizhzhia Region and on the occasion of the Day of Local Self-Government.
  • 2020 — Order “For Merit to the Zaporizhia Region” of the second degree.
  • 2022 – Order “For Courage” of the third degree for a significant personal contribution to the protection of state sovereignty and territorial integrity of Ukraine, courage and selfless actions shown during the organization of the defense of settlements from Russian invaders. 
  • 2022 – laureate of the annual award of the European Parliament. It is awarded in honor of human rights defender Andrii Sakharov for defending freedom of thought and the rule of law. The European community recognized the Brave Ukrainian People as the laureate of this award.
